As for the mismatched capabilities, this seems to be a problem at the Pentagon. Whether the military planners made glaring errors or not, the fielding of a littoral component to the navy is not a bad idea.You can start off with a reasonable idea and still mess it up. The Pentagon's procurement process is beyond a mess. It needs to be redone completely.
Put it this way: it shouldn't take nearly as long to design new things as it does.
