Fauci is claiming that the Fifth Amendment protects him from answering questions from Paul based on the anticipation of a perjury prosecution based on the present statements, not a prosecution based on either past acts or past statements.

IOW, he's claiming that the only purpose of Paul's questioning is to set a "perjury trap" for him, and he is asserting that the Fifth Amendment protects him from having to make such statements that would be the basis of a criminal prosecution for an act committed on July 29th, 2026 (after the pardon date).

That's a bit of a novel theory (I think?), and who knows whether it's correct. But it's not something that is resolved by the existence of the Biden pardon. Which, again, is why you guys are all talking past each other.
