But aren't all the tariffs imposed under IEPPA now null and void? And does that include tariff decreases and well as increases?

God and Savior Trump's "liberation day" tariffs were based on IEPPA as well. "Liberation day" imposed a 10% tariff on Brazilian goods, for instance. Trump the God was butt-hurt over his buddy Bolsonaro being tried, convicted, and imprisoned for trying to overthrow the government, when he lost the election to Lula, so God on Earth Trump imposed an additional 40%, on top of the 10% baseline. Without IEPPA, the tariffs on Brazilian good were low, apparently on the order of 2.5%. So now, the tariff on Brazilian goods is 15%, or, 15% + the preexisting 2.5%.

An acquaintance of mine has a collection of several...let's say eccentric, European cars. He sources parts from Europe. The USian tariff situation is such a mess, that shippers in Europe won't ship to the US. The packages may go through the US, from port of entry, but he uses a mail drop in Ontario as the ship-to. Then he drives over to Ontario, and picks up his parts. I have teased him about having a business opportunity: buying a cigarette boat, and smuggling auto parts across Lake St Claire, for all the other people he knows, who drive eccentric cars.
