But the Union boys never admitted that there unionization efforts caused the Japanese to move their business to Mexico.

Very true, but you seem to think that counters the union gambit, it doesn't. The contractor was paying the going rate for Southern California, and may have had some illegals working too. The Unionization effort caused the Japanese concern, they came down and looked at the contractor's operation, and decided to move the operation to Mexico. Back then in Mexico, if you had employee disputes, you didn't have to go to Mexican courts, you could go to international courts and bypass the bribe system.

If you add in a Union in the US, there's an extra layer of management you add in to deal with the Union. Mexico got better at turning out quality goods also. The Japanese were using a USian contractor to get past some problems and decided to deal with Mexico where the only problem is quality control.
