If I were a foreign leader, I'd ignore almost everything coming out of D.C. "US state dept says...", and I'd just tune it out. For at least the next 3.5 years.

It would be counterproductive (even harmful) to take anything we say seriously, in terms of internal matters and policies of any foreign nation.
