secret stock is Japanese?

If it were, there would be no reason to ask the SEC for confidentiality.
Purchases of non-US stocks are not subject to SEC disclosure.

The reason for the disclosures is to let the government track who is controlling US firms, not to let everybody know what is in all the portfolios.
