The degree that illegals may be voting presently is not the issue. It is tiny as you point out and outcomes are not affected. But that is not the issue. The long game works as follows:
First - get as many into our country as possible. Numbers vary but are estimated at 20M.
Second - Make whatever deal you can as long as it includes a pathway to citizenship for the 20 million who already here having entered illegally. Kamala is already talking about some vague "earned pathway".
Third - Once the pathway is established in law, then all sorts of NGO's and activist organizations and lawyers can get behind various "Earned Pathway" assistance programs that will spring up to accelerate the process.
Fourth - With each election, a greater fraction of those 20 million will have completed the "earned pathway" process, become citizens and most important become reliable democrat voters, inevitably leading to one party rule that cannot be escaped.
