I mean, again, that's the very term used by Harvard Professor Michael Sandel writing in defense of those who lack educational credentials, and lamenting that they are the last group against whom it is acceptable to be prejudiced against. I don't know that it's a perjorative. Given the full quote it's extremely unlikely that Trump was using it as a perjorative rather than just the antonym to "highly educated" - and Sandel certainly was not using it as a perjorative.
