The government has argued that the States don't have standing, because they aren't being affected by the Executive Order.
If the Post Office refuses to deliver absentee ballots, the states need to prepare for a much larger number of people appearing at the polls to vote on election day. Given more time, they would need to obtain more voting machines, staff, maybe add more precincts, to handle the crowd. In 2024, there was a county in Michigan where over 50% of the ballots were cast by mail. Yes, states would be impacted, thus, seems they would have standing.
