Glad I read ahead. That's almost exactly what I was going to respond. He's just "part of the cost". Oh well.

Not that they shouldn't catch and prosecute the perp. They should (and very likely will...I read they found the rifle used**).

**Too bad we don't have mandatory registration. They'd be able to track the owner of that weapon with a few keystrokes.
