Basically, the intent of the act was to promote "shipping American". American flagged ships are getting preference. However, all it did was make ships stop in a foreign port at least once during their voyage within the US if they aren't American ships (which is why cruise ships have to stop in Victoria during an Alaska cruise, or Ensenada on a Hawaii cruise). It didn't have the intended outcome, as is really just an annoyance to shipping anything.
