The point of that is to illustrate that states and localities know their challenges better than the federal government ever could, and that's where efforts to improve things should be. I don't know about the other states you name, but, in Michigan, the trend, for years, has been to defund things that benefit the general population, and give the money to the "JCs". Betsy DeVos, rich with Amway money, never went to a public school, and Trump's Sec Ed during his first term, is pushing to take more money away from the public schools, to subsidize private schools.
