Without IEPPA, the tariffs on Brazilian good were low, apparently on the order of 2.5%. So now, the tariff on Brazilian goods is 15%, or, 15% + the preexisting 2.5%.

Assuming that's how it will work, some countries will see a lower tariff going forward, and some more. But since the %15 tariff is on ALL countries, perhaps the net change in total tariff "income" will be negligible as Trump was implying.
