Sorry for a basic question, but why is it stated that Vietnam has a $124 billion trade ‘deficit’ with the US? Doesn’t it have a trade ‘surplus’? Or does deficit in this case basically just mean ‘disparity’?

The writer is American. From the US point of view, it's a deficit.
