The unusual part is exactly “the poorly educated” part. It turns an educational disadvantage into the noun identifying the people.

The term is more loaded than that. "Education" does not come exclusively from book learning. My dad never went to high school. He went to a "business school", which, at that time, meant learning typing, shorthand, and office procedures. He worked as a clerk for a coal company through the 1930s. Then the Army made him a clerk in the artillery. After the war, he took a series of tests to verify he knew about what he would have learned, if he had graduated high school, then went to college on the GI Bill. He was not "poorly educated", in spite of not going to high school.

What Trump probably means by "poorly educated" is "ignorant", ie, someone he can lie to, all day, every day, and they can't tell they are being lied to, because they are so ignorant.

A thought on the GI Bill. Universal education used to be seen as in the national interest. These days, seems education, like everything else, is supposed to be rationed by ability to pay, judging by the withering of government support for education. Continuing the narrative that "school isn't worth it", enables further defunding of education.
