The strange thing: While in Schwab I see the constantly changing premarket quotes in their option chains I see no changing quotes and in details 0 volume. Is premarket options trading so low volume? Or is there no premarket trading of options?

You may be seeing bids and asks changing, but most options exchanges are closed during the premarket. Be very careful with options orders placed before the options market opens because they will take effect upon open. Sometimes at bad prices.
