Yes it was hobbled and your article explains it. They intended to use revenue from marijuana sales to fund rehabs, but failed to get that going. So now they must have it going as rehab is offered as an alternative to six months in jail. It's a mild recriminalization, six months, intending to fill rehabs, but they are late with it. They should look at Singapore's rehabs.
