A Gues Worker program, where people have to register so we know who they are, and who if while here commit serious crimes can be kicked out the of US, is something that's long overdue.

Finally something we agree on.

So where is it? When was the last time a conservative proposed such a thing? Any attempts at immigration reform are shot down, usually by conservatives.

Any attempt to immigration reform for the past 20 years (or more) gets nowhere.

To get that, you'll need a House dem majority, a 60-seat dem majority in the Senate, and a dem POTUS. And even then, to be honest, there are enough factions within the Dem party that it still might not get done. Reps will never approve a guest worker program. I could speculate why, but I won't.
