If you are drawing a line, then you need to know that the starting point isn't a scientific calculation of when conception occurred, it's the first day of the last period. So someone can't possibly get pregnant on the first day, as that is the first day of menstruation. Typically, ovulation occurs on day 14, or two weeks. If there is a six week abortion ban, that is likely about 4 weeks after conception.

So I think 15-17 weeks is fair. YMMV.
