CE agents they are "in enemy territory, everyone is against you, everyone wants to attack you",

Yep, I see it as prepping the public to be more behind agent activity, and to help excuse any violence and mistakes on the parts of the agents. So far there are no actions against agents connected to the cartels. A killing by the cartel hasn't happened yet though.
