I like it overall, but there is an argument about accountability. Constituents would not know if their reps voted along the lines that they would want (which is not a bad thing in itself in a way, but, again accountability to their voters).

Yes, I thought of that right after I posted. But perhaps that could be remedied by requiring disclosure of all member votes at some point prior to the next election. So, they could still be ultimately accountable but also given the freedom to "vote their conscience" in the near term.
