Context is everything.
BIDEN: "We can’t waste any more time being distracted. I have one job and that’s to beat Donald Trump. ... I’m absolutely certain I’m the best person to be able to do that. He’s gotten away with doing nothing for the last 10 days except ride around in his golf cart, bragging about scores he didn’t score."

So Biden was asking reporters to put Trump in the bull's eye by forcing him to answer real-world questions about his plans, policies, and positions. Inarticulate, sure. Threatening? No.
Besides, no one in politics has threatened to execute more individuals than Trump, so that may not be your best knee-jerk tactic (although republicans sure are running with "Biden did this" along with Anifa, DEI, God's plan, and unqualified women in the FBI).
So far all we kinda' know is a white republican man shot a white republican man.
