Legally. That's the word the democrats really hate.

Opposition to programs that would facilitate those programs largely comes from employers who do not want regulations impacting terms of employment. Those rules and regulations are things that can be referred to by employees when they are being abused or cheated by employers.

Without programs that include employee protections, the employer keeps the power to cheat and abuse documented and undocumented migrant labor.
