...if you have neither pennies or nickels, you can't make change for a quarter, so the quarter would need to go too.

The penny is already dead. Could the nickel be next to go?

"Plan Steve for coinage" notes that a dime, today, has the buying power a penny had, in the early 60s. People should not be concerned about the lack of nickels and pennies, any more than they were concerned about the lack of a half penny (minted 1793–1857) in the 60s. Adjust cash registers to round to one decimal point, instead of two. Eliminate the nickel, penny, and quarter. Keep the dime and dollar coins already in existence. Create a new half dollar coin, the size of a nickel, made of the same copper zinc alloy as the Sacagawea dollar.
