my impression is that its more along the multiple false sales tactics apple used to get into public schools...'apple can connect to the internet' implying others could not.
i am far from a tech expert, but inference HW has been available on PCs for >3 years. they have just been underspec'd and mismatched with memory.
this gap closes with many more efficient open-source LLMs , as well as newish chip designs from tsmc (for many others than apple), as well as from intel.
openrouter type software will route AI quesries to LLMs (cloud or local) best matched to task, and hybrid AI will emerge for those interested in protecting their own data locally.
and yes, windows and linux need cooperation, as always.
