A more general question, Albaby.

I'm assuming the answer is "yes", but it seems odd to me if that is the case. Does the POTUS (any POTUS) have the ability to shut down programs and/or agencies without going through Congress? I though Congress controlled all that. If so, how does that work, since Congress supposedly controls the purse-strings.
