SO, is it true that we *never* proposed screwing with medicaid or heating oil since Trump got in?

No, it's not true. The actual Executive Order signed on Jan 20 said to pause ALL funding (except Social Security and Medicare). The Memo Dope keeps pointing to was issued a week later, after the people in the "deep state" did exactly what the order called for and stopped all funding.

Now, do I believe that was Trump's intention? I'm not sure. If I give him the benefit of the doubt and say that wasn't his intention, he's still guilty of signing a poorly written order that didn't do what he intended.
