As has been repeatedly reported, outside agitators -- in this case federal agents -- are often responsible for igniting violence during otherwise non-violent protests. For example, a "white supremacist" started arson fires during the 2020 protests in Minneapolis and "Umbrella Man," an associate of the Aryan Cowboy Brotherhood, was the first to smash windows during a George Floyd protest.

A Portland Police Bureau assistant chief said in court recently that federal police were “instigating” some of the clashes between officers and protesters outside the U.S. Immigration and Customs Enforcement building in South Portland.
