Long ago I was studying to become an architect. This subject was covered.
Some folks did a big analysis on this specific effect. The big factor not mentioned by Charlie is perhaps a bit of a generalization, but in this case an inevitable one: sometimes ladies at sporting events get bored more, too, and are more likely to use the facilities during any average event.
Consequently the recommended rule was to allocate three times the space to the ladies' washrooms as to the men's.
