The actions are those of Herbert Hoover and FDR simultaneously.

My read is we are going beyond Presidential "jawboning" of companies, into a straight up command economy. I expect every honcho knows how brownnosing works, so most will be eager to comply with "suggestions", since the existence of "the list" has been officially confirmed. No-one wants to be farther down that list then their competitors, and certainly not anywhere near the "drop dead" end of the list.

I remember when Carter asked companies to limit wage and price increases, to "fight inflation". Of course, he had no teeth in the "suggestion", so it seemed to have been widely ignored.
