(In reality, at least in NYS, the contribution of tax revenue by NYC constitutes over 50% of the revenue used by the rest of the state).

This is LITERALLY what the people of NYC, by and large, vote for in each and every election. They vote for a progressive tax system which means that the rich pay more, while more of the tax money collected is spent in places where it is needed more (the poorer parts). And NYC is the richer part, and the rest of the state, especially upstate, is the poorer part.
