Actually, a la Mamdani, the money to Argentina is "free." So it doesn't count. Because it's coming out of tax dollars from other people.

So, what's the problem?

The problem is that's wrong, but other than that it's fine. They're loans, expected to be paid back. There could be some forgiveness down the road, but that isn't the deal.
