No, I think (and was probably lied to when I heard Trump say with his own mouth), he wants Gavin to send some of its vast water supply in the North to the parched cities in the South.

Nothing against the delta smelt but the needs of the people should prevail.

There already are plans. One of the interesting things about the plans is building a long water tunnel

"2022 single tunnel design

In 2022, the project was re-named to the Delta Conveyance Project. It continued to propose a tunnel that would take water from the Sacramento River and would bypass the Sacramento-San Joaquin Delta, taking water to Bethany Reservoir, then to the California Aqueduct.[20] The 2022 plan was scaled-down from earlier proposals, and consists of a single concrete tunnel with a diameter of 36 feet, built 140 to 170 feet underground.[21] Gov. Newsom is supporting the project.[21] On December 21, 2023, the project was approved by the California Department of Water Resources. The approval was denounced by Congressman Josh Harder, who called it a "disastrous water grab to steal our Valley water."[22] "

The smelt water release was cancelled recognizing the smaller supply of water well before the bruhaha over it.
