But when you do, you're often governed by the laws in the state where the transaction occurs, which is usually where the customer is.

didn't worth that way when branch banking was "reformed". Didn't matter if your state's usury law limited interest charges to 6%. The CC company had a PO box in South Dakota, so they charged you whatever they wanted, 10%, 15%. There was no limit.
