You can hug a forest and litigate anything you want to stop people from going to it.
Then...you can watch it burn to ash. No more forest.
The "roadless rule" has led to countless thousands of acres of forests literally going up in smoke because it keep inaccessible terrain...inaccessible.
Want fewer forest fires? Make it so crews can get masticators, chippers and other heavy equipment in place to address fires before they get out of control.
