Forgive me as I only did a quick skim of the article to look for it, but did you see any mention of the pie maintaining its size? I can absolutely see foreign investors wanting exposure to US companies while reducing exposure to, say, treasury bonds. A large enough withdrawal from US treasury bonds to some local
investment could result in a similar article.
