President Donald Trump on Friday said Chicago will likely be the next target of his efforts to crack down on crime, homelessness and illegal immigration.

I guess that depends on what impact you think Martial Law will have on the economy. IMO that is the end goal, towards which a dialogue is being created to make it seem the norm. How else can he resist losing power in 2028?
