JINSA’s 2026 report “Shifting the Center of Gravity: Transforming the U.S.-Israel Security Partnership” calls for a fundamental shift in how the United States and Israel work together militarily, moving beyond the traditional model of U.S. military aid to one of true mutual collaboration

-Final 10-Year Memorandum of Understanding (MOU): Maintain $3.8 billion in annual U.S. military assistance through FY 2038, but pair it with non-monetary initiatives that deepen operational and strategic integration

-Shift U.S. Force Posture: Move the center of gravity of U.S. military presence in the Middle East toward Israel and away from vulnerable bases near Iran, improving security, interoperability, and freedom of action

-Expanded U.S. Military Footprint: Establish a permanent U.S. presence at Israel’s Ovda Airbase and expand other U.S. military installations in Israel

Strategic Rationale
JINSA argues that despite Israel’s small size, it is America’s most important ally due to its:

Leading military and intelligence capabilities in a region critical to U.S. interests.

High-tech economy driving U.S. investment and growth.

Strong pro-American political and societal stance

In short, JINSA envisions a deeply integrated, cooperative U.S.-Israel military relationship—with continued U.S. assistance but reoriented toward shared capabilities, joint operations, and strategic alignment.

"Bibi" has already asked for the 10 year MOU on that list. The "industrial partnership" is in section 219 of the annual US defense appropriation bill. Basing US troops in Israel, and a mutual defense pact, guarantees the US gets sucked into every war Israel starts.
