Try this one: every US citizen child born after January 1, 2027 is covered by the national health program. Not their parent's employer's program, or CHIP, or state Medicaid. In 65 years, everyone else has either died, or gone on Medicare.
Much too slow IMO. I would start with covering every child up to age 5, and reducing the Medicare old-age eligibility to age 60. Every other year after that, increase the child eligibility age by 5 years, and drop the age at the other end by 5 years. Within 10 years everyone is covered.
