The vast corpus of reasoned, seasoned, career DoD types (civilians, officers, people who did both like me) that were my normal interlocutors in the last ten years or so, have come to the conclusion that you toss your IGs and put in toady lawyers as a pretext to doing something that would normally be considered out of bounds.

Come to your own conclusions on what such noxious activity might be. Maybe multiple kinds.
