Guess how many hospitals, doctors, clinics, etc would all agree to BE PAID PER GEORGIA (or any other minimal/low-ball) REIMBURSEMENT RATES? Not many beyond Georgia. So, no insurance company based in a minimal/low-ball red state could get many OTHER health care PROVIDERS to accept their minimal/low-ball REIMBURSEMENT RATES, They would be EXTREMELY LIMITED where they could offer coverage because NO PROVIDER TAKES IT. They would offering "junk insurance" and it would be unusable by more than 50%-75% of the US population.
