A huge swath of America, some due to clinical illness, others due to social decay are not to be trusted any longer. America is not America any more.

Agreed, 1) how do you identify them? 2) How do you ensure the appropriate data would be collected and logged so that it would show up on a background check? Carefully crafted Red Flag laws may offer a solution.
