Lots of dead people end up on voter rolls.
In my experience, dead people are very bad at removing their names from voting rolls because … they are dead. They’re also not good at cancelling their credit cards for the same reason. Eventually it gets sorted out; either relatives cancel the cards or the companies note that there has been no activity on the cards for, say, two years, and the cards are cancelled.
When the dead people start showing up at the voting booth we have one of two things: prosecutable fraud, or the basis of a new zombie movie. Neither of those is a threat to the republic unless the latter is a documentary rather than a screenplay based on the wisp of an idea.
