China does lots of shady stuff worldwide. They basically don't give a rip because there are zero consequences for stuff like this:

MYSTERY shrouds a Baltic Sea gas pipeline that is believed to have been damaged - either deliberately or accidentally - by a Chinese ship.

Investigators believe the vessel dragged its six-tonne anchor across the vital tube - ripping it open.

If anyone wants to claim this was an accident...don't. You don't not notice that you're dragging your anchor all over the bottom of the sea when you're underweigh. Putin asked his homie for a plausibly deniable favor and they did it.
