I am going to keep harping on this but words fucking matter.

executive: late Middle English: from medieval Latin executivus, from exsequi (see execute).

In other words do what you are told to do. Congress told the President what to do. A President has either signed the bill agreeing with it or vetoed it and Congress overrode the veto. The POTUS doesn't get to claim that it only applied to that POTUS but not to me.
