Is the market going up or is it just the dollar going down ....?

It can be a little of both.

The current rally is certainly perceived value going up rapidly, but measured currencies other than the US dollar it's only back up to the level of the start of March.

This is SPY total return measured in euros, it's still down year to date.

Measured in yen (which have also been falling) it's a little better, back up to the level of Feb.
