That seems likely. Russian exports to the U.S. were only about $3 billion last year, compared to an overall economy of about $2 trillion. If there's an economic sanctions package that can affect Russian behavior in Ukraine, tariffs will be at most a tiny tiny part of that.

Any tariffs imposed will be of the kind to go after the buyers of Russian energy, not the Russians themselves. Short of committing 20,000 NATO troops and a lot of airpower it's the best weapon we have.
