A link would have given some context. I had to search to find out what you're talking about.

Lukashenko is a dictator, and as far as I know, friend of Putin. I don't think Putin would poison him. Having a like-minded person in the Belarus government is good enough.

Was reading speculation on Twitter in response to George Conway asking the question. Yes, he's a dictator and a Putin ally, but I would never put anything past Putin.
