For breaking laws.

No. They’re being arrested for doing their jobs.

“For breaking lawa” is ALWAYS the excuse that authoritarians give for unlawfully cracking down on any power that can oppose them- until that time when they have completely destroyed “the rule of law” when that stage arrives, they don’t bother providing excuses for their arrests, except that they are labelled “enemies of the state”

We aren’t quite there yet- but getting there.

For historical antecedents to the above, see Mussolini, Adolf Hitler, Pinochet, Stalin, Assad, Chavez, Orban. Take your pick. Trump is following the playbook.
