Trade Ambassador Greer says the Canadians wanted Netflix and others to directly subsidize the Quebecois film industry by ordering them to take some percentage of their revenues and deliver French-language content produced by Canadian crews.
Canadian Federal law requires media companies serving French speaking markets to provide at least a portion of their content in French. As for using Canadian production companies, Trump the Masterful is pushing companies to produce more product in the US, so has no grounds for sniveling about Canadian domestic production requirements.
Retailers need to provide bi-lingual packaging in Canada too. At one time Radio Shack had stores in Canada. Occasionally, I would get merch from the warehouse in Canadian packaging, with English on one side, and French on the other.
